AN ACT EXEMPTING ALL ACTIVE DUTY SERVICE MEMBERS FROM 
FEES FOR MOTOR VEHIC LE OPERATOR'S LICENSES OR 
REGISTRATIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 14-50 of the 2020 supplement to 1 
the general statutes is repealed and the following is substituted in lieu 2 
thereof (Effective July 1, 2020): 3 
(c) The commissioner shall waive any operator's license or 4 
registration fee, including any renewal fee, in the case of any person in 5 
the active service of the armed forces of the United States; [who was a 6 
legal resident of Connecticut at the time of his or her induction;] and for 7 
one licensing period to any person (1) honorably separated from such 8 
service, or (2) with a qualifying condition, as defined in section 27-103, 9 
who has separated from such service other than with a bad conduct 10 
characterization or dishonorably, which person applies for such 11 
operator's license or registration within two years following the date of 12 
separation. [and was a legal resident of Connecticut at the time of his or 13 
her induction.] The commissioner may adopt regulations, in accordance 14  Raised Bill No.  223

with chapter 54, to implement the provisions of this subsection. 15 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2020 14-50(c) 
 
Statement of Purpose:   
To exempt active duty service members who were not residents of 
Connecticut at the time of induction from fees for motor vehicle 
operator's licenses or registrations.
