The new provisions do not result in a fiscal impact for the state or municipalities. The amendment requires health carriers and third -party administrators that issue insurance cards to indicate on the card whether the coverage is fully-insured or self-insured and allows the Insurance Commissioner to adopt implementing regulations. Additionally, it requires certain agency and quasi-agency heads to make a concerted effort to submit testimony to the Insurance and Real Estate Committee on any proposed insurance legislation. These provisions have no anticipated fiscal impact.
