AN ACT CONCERNING STANDARDS FOR THE INSPECTION OF 
SALONS AND LICENSING OF NAIL TECHNICIANS, ESTHETICIANS 
AND EYELASH TECHNICIANS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That (1) the Commissioner of Public Health, in collaboration with the 1 
Commissioner of Administrative Services, be required to study and 2 
implement the provisions of federal Executive Order No. 13627-3 
Strengthening Protections Against Trafficking in Persons in Federal 4 
Contracts with regard to the inspection of salons employing any nail 5 
technicians, estheticians or eyelash technicians, and (2) the general 6 
statutes be amended to require the Department of Public Health to 7 
license nail technicians, estheticians and eyelash technicians. 8 
Statement of Purpose:   
To require (1) the Commissioner of Public Health, in collaboration with 
the Commissioner of Administrative Services, to study and implement 
the provisions of federal Executive Order No. 13627-Strengthening 
Protections Against Trafficking in Persons in Federal Contracts with 
regard to the inspection of salons employing any nail technicians,  Proposed Bill No.  5075
