Explanation 
The amendment eliminates the speed camera provisions of the bill 
and results in 1) potential savings for the Department of Transportation  2021HB-05429-R00LCO08622-FNA.DOCX 	Page 2 of 2 
 
 
(DOT) to the extent that the department avoids costs for installing, 
maintaining, and operating the camera systems 2) a potential General 
Fund revenue loss from fines for violations in maintenance work zones 
3) a potential municipal revenue loss from fines and related operational 
cost savings in a hospital or school zones and 4) potential savings for 
state and municipal police associated with the overtime that may have 
been incurred in reviewing speed camera footage for enforcement 
purposes.  
The amendment also changes signage requirements by 1) eliminating 
the hospital zone provisions, including the requisite signage for such 
zones, and 2) adding a requirement for a local traffic authority to post 
signs if it lowers a speed limit by more than 10 miles per hour.  Both 
changes are anticipated to have a minimal fiscal impact.   
The remaining provisions of the amendment are technical in nature 
or are otherwise not anticipated to have a fiscal impact.
