AN ACT CONCERNING HEALTH BENEFIT PLANS OFFERED BY THE TEACHERS' RETIREMENT BOARD, TERM LIMITS FOR BOARD MEMBERS AND A CAP ON CERTAIN PROFESSIONAL FEES PAID BY THE BOARD. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 167a of the general statutes be amended to: (1) Add one 1 additional member to the Teachers' Retirement Board, who shall be a 2 retired teacher and an enrollee of a health benefit plan offered by the 3 board; (2) create a health care advisory council composed of eight retired 4 teachers, which shall report their recommendations for health benefit 5 plan options to the board; (3) institute a term limit for members of the 6 board, which shall be not longer than three four-year terms; (4) cap at 7 one hundred thousand dollars per year the amount of professional fees 8 that may be paid out of the health insurance premium account 9 established pursuant to 10-183t of the general statutes; and (5) require 10 the Teachers' Retirement Board to offer a Medicare supplemental 11 insurance plan among the health benefit plans offered to retired 12 teachers, which shall be substantially equal in cost and coverage to such 13 other plans. 14 Proposed Bill No. 5605 LCO No. 2057 2 of 2 Statement of Purpose: To provide affordable health benefit plan options for retired teachers and cost efficiency and transparency in the delivery of such options.
