AN ACT CONCERNING ABSENTEE BALLOTS FOR CERTAIN
DETAINED INDIVIDUALS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That title 9 of the general statutes be amended to provide that the 1
registrars of voters of a municipality shall send an absentee ballot to 2
each individual who (1) is an elector and has not had such individual's 3
electoral privileges forfeited because of conviction of a disfranchising 4
crime, and (2) is detained in a correctional facility located outside of such 5
municipality. 6
Statement of Purpose:
To allow certain individuals detained in correctional facilities but
otherwise eligible to vote to do so by absentee ballot.
