AN ACT AMENDING THE CIVIL PREPAREDNESS AND PUBLIC HEALTH EMERGENCY STATUTES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That (1) section 28-9 of the general statutes be amended to redefine 1 "serious disaster" to exclude pandemics, to limit the duration of a 2 declaration of a civil preparedness emergency to no more than thirty 3 days, provided such duration may be extended for an additional thirty 4 days by a majority vote of the joint committee described in said section 5 and to delete the reference to section 19a-131a in subsection (b)(1), and 6 (2) section 19a-131a of the general statutes be amended to add additional 7 parameters for the modification or suspension of law, including, but not 8 limited to, by requiring specific reasons for such modification or 9 suspension and requiring a defined period for such modification or 10 suspension, but no longer than six months unless revoked. 11 Proposed Bill No. 5653 LCO No. 1117 2 of 2 Statement of Purpose: To update our civil preparedness and public health emergency statutes and executive order emergency powers to reflect emerging threats, and to retain a legislative role in defining the duration of such powers.
