AN ACT CONCERNING MEDICAID VIOLENCE PREVENTATIVE  
SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 17b of the general statutes be amended to require (1) the 1 
Commissioner of Social Services to amend the Medicaid state plan not 2 
later than July 1, 2022, to make violence preventative services provided 3 
by a qualified violence prevention professional a covered service subject 4 
to utilization controls, (2) Medicaid coverage for such services to a 5 
Medicaid beneficiary who has received medical treatment for a violent 6 
injury and who has been referred by a licensed health care provider to 7 
participate in a violence prevention program after such provider 8 
determines such beneficiary to be at elevated risk of another injury or 9 
retaliation, (3) the commissioner to approve at least one governmental 10 
or nongovernmental accrediting body with expertise in violence 11 
preventative services to review and approve training and certification 12 
programs, and (4) any entity that employs or contracts with a qualified 13 
violence prevention professional to maintain documentation on and 14  Proposed Bill No.  5677

ensure compliance by such professional with any relevant laws, 15 
regulations and standard of care. 16 
Statement of Purpose:   
To make violence preventative services provided by a qualified violence 
prevention professional a covered benefit under the Medicaid program, 
subject to utilization controls.
