The amendment appropriates $1 million annually to the Department 
of Emergency Services and Public Protection (DESPP) from the Citizens' 
Election Fund.  This results in a $1 million revenue gain to DESPP and 
a $1 million revenue loss to the Citizens' Election Fund per year.
