BORER, 115th Dist. AN ACT CONCERNING HEALTH INSURANCE, BREAST CANCER AND BREAST HEALTH. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 38a of the general statutes be amended to: (1) Require health 1 insurance coverage, without any out-of-pocket expense, for (A) 2 diagnostic and screening mammograms, breast ultrasounds and 3 magnetic resonance imaging of breasts for all insureds, (B) breast 4 biopsies for all insureds, (C) prophylactic mastectomies and breast 5 reconstruction surgery for all insureds who have the harmful variant of 6 breast cancer gene one (BRCA1), breast cancer gene two (BRCA2) or any 7 similar gene variant that materially increases breast cancer risk, (D) 8 breast reconstruction surgery for all insureds who have undergone a 9 mastectomy, (E) breast cancer detection and diagnosis for all insureds 10 who have been treated for a childhood cancer and received radiation 11 treatment directed at the chest as part of the treatment for such cancer, 12 (F) breast cancer screenings for transgender insureds undergoing 13 hormone therapy, (G) a baseline mammogram, and diagnostic and 14 screening mammograms, breast ultrasounds and magnetic resonance 15 Proposed Bill No. 5687 LCO No. 1375 2 of 2 imaging of breasts, for all insureds under thirty-five years of age who 16 have (i) the harmful variant of breast cancer gene one (BRCA1), breast 17 cancer gene two (BRCA2) or any similar gene variant that materially 18 increases breast cancer risk, or (ii) a family member who was diagnosed 19 with breast cancer while the family member was under forty years of 20 age; and (2) establish a program to provide outreach to women of color, 21 including, but not limited to, young women of color, regarding the 22 importance of breast health and early breast cancer detection. 23 Statement of Purpose: To: (1) Expand required health insurance coverage for benefits related to breast cancer; and (2) establish a program to provide outreach to women of color regarding the importance of breast health and early breast cancer detection.
