Explanation
The bill as amended has no fiscal impact because the Department of
Veterans' Affairs (DVA) has the expertise and current staff to
administer the requirements pursuant to the bill.
House Amendment "A" redirects the administrative responsibilities
from the Department of Economic Development (DECD) to DVA,
eliminating the cost to DECD and making advertising and marketing
of the program contingent upon private donations.
