Explanation 
The bill requires the Office of Policy and Management (OPM) to 
distribute $10 million in undisbursed, federal COVID relief funds to 
provide grants to private providers of domestic violence, mental 
health, suicide prevention and substance abuse services for individuals 
experiencing such issues as a result of the COVID-19 pandemic. The 
bill is effective from passage and therefore funds may be distributed 
beginning in FY 21.
