Explanation 
The bill requires that the Governor provide businesses five days' 
notice before any proclamation of a civil preparedness emergency.  
This notice must be published in newspapers in each county and 
posted on the state internet website before issuing any declaration, 
proclamation, or order that restricts a business's ability to operate or 
capacity to do business.  The costs associated with publishing notice in 
various newspapers is estimated to be less than $25,000.
