AN ACT CONCERNING THE TREATMENT OF PUBLIC AND PRIVATE EMPLOYERS AND EMPLOYEES DURING A DECLARATION OF EMERGENCY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That sections 19a-131a and 28-9 of the general statutes be amended to 1 (1) remove from the Governor the authority to issue an executive order 2 pursuant to a declaration of a public health or civil preparedness 3 emergency designating certain businesses as essential or nonessential, 4 (2) require that any limitations contained in an executive order adopted 5 pursuant to a declaration of a public health or civil preparedness 6 emergency imposed on businesses and nonprofit organizations 7 concerning business operations and their employees, be the same as 8 those imposed on state agencies and their employees, and (3) require 9 that the state provide full compensation if such limitations are unequal. 10 Statement of Purpose: To require the state to treat all employers and their employees equally during a declaration of emergency and that the state be financially liable when treatment is unequal.
