LCO No. 5233 1 of 2 General Assembly Committee Bill No. 6038 January Session, 2021 LCO No. 5233 Referred to Committee on PUBLIC SAFETY AND SECURITY Introduced by: (PS) AN ACT CONCERNING TH E PROMOTION OF LOTTE RY WINNINGS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 12-814 of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective July 1, 2021): 2 (a) In each advertisement intended to promote the purchase of lottery 3 tickets issued for games authorized under sections 12-563a and 12-800 4 to 12-818, inclusive, the corporation shall include a prominent and clear 5 statement of the average chances of winning per lottery ticket. 6 (b) The provisions of subsection (a) of this section shall apply only to 7 (1) advertisements in newspapers, magazines, brochures and on posters 8 and (2) television and radio advertisements thirty seconds or longer for 9 one game. 10 (c) On or before October 1, 1999, the corporation shall implement a 11 code of standards for all advertisements and other activities intended to 12 promote the purchase of lottery tickets for games authorized pursuant 13 to this chapter. The code of standards shall include the requirement that 14 no advertisement or promotion shall denigrate the character or conduct 15 LCO No. 5233 2 of 2 of nonlottery players or praise the character or conduct of lottery 16 players. 17 (d) The corporation shall not publish the photograph of any person 18 who redeems a winning lottery ticket on the corporation's Internet web 19 site without the prior written consent of such person. 20 (e) If a person who redeems a winning lottery ticket requests to be 21 excluded from the list of winners published on the corporation's 22 Internet web site, the corporation shall remove such person's name from 23 such list not later than five days after receiving such request. 24 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2021 12-814 Statement of Purpose: To require the Connecticut Lottery Corporation to (1) obtain written consent before publishing the photograph of a person who redeems a winning lottery ticket on the corporation's Internet web site, and (2) remove a person's name from the list of winners published on such Internet web site upon request.
