AN ACT ESTABLISHING A YOUTH SUICIDE PREVENTION 
PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) For the fiscal year ending June 30, 1 
2022, the Youth Suicide Advisory board established pursuant to section 2 
17a-52 of the general statutes and the Office of the Child Advocate, shall, 3 
within available appropriations, jointly administer an evidence-based 4 
youth suicide prevention pilot program. The pilot program shall 5 
provide youth suicide prevention training to the following employee 6 
groups: (1) School employees, as defined in section 10-222d of the 7 
general statutes, (2) employees of youth service bureaus, (3) employees 8 
of youth-serving organizations, (4) employees of operators of youth 9 
athletic activities, as defined in section 21a-432 of the general statutes, 10 
and (5) employees of municipal social service agencies. Such training 11 
shall be provided to not less than twenty separate employee groups in 12 
the state. With respect to school employees, such training may be 13 
included as part of an in-service training program provided pursuant to 14 
section 10-220a of the general statutes. 15  Raised Bill No.  6111

(b) The Youth Suicide Advisory Board and the Office of the Child 16 
Advocate shall jointly develop criteria for selecting the employee 17 
groups that will receive training under the pilot program, provided such 18 
criteria includes a provision that gives priority to those employee 19 
groups that serve residents of a municipality in which a youth suicide 20 
has occurred in the previous five-year period. 21 
(c) The Youth Suicide Advisory Board and the Office of the Child 22 
Advocate may contract with a nongovernmental entity that provides 23 
evidence-based suicide prevention training to carry out the provisions 24 
of this section. 25 
(d) The Youth Suicide Advisory Board and the Office of the Child 26 
Advocate may accept gifts, grants and donations from any source, 27 
public or private, for the purposes of administering the pilot program. 28 
This act shall take effect as follows and shall amend the following 
sections:
