Researcher: SM Page 1 3/23/21 OLR Bill Analysis HB 6239 AN ACT CONCERNING HOUSING FUNDING ALLOCATION AND SEGREGATION. SUMMARY This bill requires the Department of Housing (DOH), within available appropriations, to collect and analyze data on existing state and federal housing programs to determine how they impact economic and racial segregation. Under the bill, the analysis must review data on: 1. housing development programs, 2. housing affordability initiatives, 3. communities where low-income housing tax credits and rental assistance are spent, and 4. specific neighborhood racial and economic demographics. Additionally, the bill requires (1) DOH to include measures such as the dissimilarity index and the five dimensions of segregation (these are used by the U.S. Census Bureau) in the analysis and (2) the DOH commissioner to submit a report with findings and recommendations from the analysis to the Housing Committee by January 1, 2022, and then biennially.
