AN ACT CONCERNING STATE LIENS AGAINST THE PROCEEDS OF CAUSES OF ACTION OF PERSONS WHO WERE INCARCERATED. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 18-85b of the general statutes be amended to (1) change 1 the authorized amount of a lien imposed by the state against the 2 proceeds of a cause of action of persons who were incarcerated from 3 fifty per cent to twenty-five per cent of the proceeds, and (2) shorten the 4 time period such provisions apply from twenty years to seven years 5 after the date of release from incarceration. 6 Statement of Purpose: To change the provisions authorizing the state to impose a lien against the proceeds of a cause of action of persons who were incarcerated to lessen the amount claimed by the state and shorten the applicable time frame.
