AN ACT CONCERNING A STUDY OF GIG WORKERS . 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The Labor Commissioner shall, in 1 
consultation with the Worker and Immigrant Rights Advocacy Clinic at 2 
Yale Law School: (1) Conduct a study of gig workers in this state, 3 
including, but not limited to, internet-based food delivery drivers and 4 
ridesharing service providers, and (2) make recommendations for 5 
legislation to prevent companies from improperly classifying such 6 
workers as independent contractors instead of employees. 7 
(b) Not later than January 1, 2022, the commissioner shall report the 8 
results of the study, in accordance with the provisions of section 11-4a 9 
of the general statutes, to the joint standing committee of the General 10 
Assembly having cognizance of matters relating to labor. 11 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the Labor Commissioner to conduct a study of gig workers 
and make recommendations for legislation concerning the classification 
of such employees.
