AN ACT CONCERNING THERAPY DOGS FOR PERSONS WITH 
MENTAL HEALTH NEEDS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) allow for the certification 1 
of a therapy dog used by an individual with mental health needs and 2 
(2) afford such individual all of the rights and protections afforded to an 3 
individual with other health-related needs who uses a service dog. 4 
Statement of Purpose:   
To ensure that individuals with mental health needs may have their 
therapy dogs certified and afford such individuals the same rights and 
protections afforded to individuals with other health-related needs who 
use a service dog.
