Researcher: JO Page 1 3/29/21 OLR Bill Analysis sHB 6397 AN ACT EXPANDING THE DEFINITION OF A REPORTING ENTITY TO THE ALL-PAYER CLAIMS DATABASE. SUMMARY This bill requires entities that pay for workers’ compensation claims to submit information on these claims to the state’s all-payer claims database. The bill applies to entities that receive these claims directly (e.g., employers) or insurers acting on their behalf. By law, the Office of Health Strategy oversees the administration of the state’s all-payer claims database, which receives and stores data on medical and dental insurance claims, pharmacy claims, and other insurance claims information from enrollment and eligibility files. Insurers, HMOs, and various other reporting entities that administer health care claims and payments must provide information for inclusion in the database.
