The bill allows the Department of Energy and Environmental 
Protection (DEEP) to issue waivers and perform a study on the 
requirement of retailers of heating oil to disclose the percentage of low-
carbon fuel blend contained in the home heating oil delivered to 
consumers or an approximate range of the percentage. This has no 
fiscal impact as DEEP has expertise for this purpose. 
Senate "A" replaced the underlying bill with this provision, 
resulting in the fiscal impact discussed above.
