Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective July 1, 2021) The Commissioner of Energy and 1 Environmental Protection shall study whether to recognize a municipal 2 energy security authority within the state for purposes of designing, 3 funding, supplying, installing and servicing municipal microgrids to 4 achieve: (1) Energy security objectives; (2) energy affordability; (3) 5 energy resilience, as defined in section 16-243y of the general statutes; 6 (4) carbon reduction; (5) critical infrastructure security hardening, as 7 defined in section 12-39p of the general statutes; and (6) local workforce 8 development in cooperation with federal energy security policy and 9 laws.
