AN ACT CONCERNING TH E ORGANIZATIONAL STR UCTURE AND 
BYLAWS OF THE MILITIA UNITS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 27-79 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2021): 2 
[Each organization of the armed forces of the state shall make bylaws 3 
for its government, which shall be binding on its members when 4 
approved by the regimental or corresponding commander and the 5 
Adjutant General; and all fines and dues imposed by such bylaws may 6 
be collected in accordance with such procedure as the Adjutant General 7 
may, by regulation, prescribe, provided notice shall be given to any 8 
delinquent of the incurrence of any fine or dues within thirty days of the 9 
date when the same has been incurred and notice may be given 10 
collectively of such fines or dues or both. The commanding officer of the 11 
organization shall be the president of the association created in the 12 
bylaws, except that, if two or more organizations combine in one 13 
association, the senior commanding officer shall be president. The 14 
treasurer shall be elected from the enlisted personnel of the organization 15  Raised Bill No.  6427

or, if two or more organizations combine, from among the enlisted 16 
personnel of one of the organizations. The treasurer of each such 17 
organization shall give a bond to such organization in an amount 18 
satisfactory to the Adjutant General. The premium on such bond shall 19 
be paid by such organization.] The Governor shall determine the 20 
organizational structure of the militia units pursuant to section 27-14. 21 
Each militia unit shall be composed in a manner consistent with 22 
National Guard or federal military units of similar composition, size and 23 
purpose. The Adjutant General may adopt bylaws and regulations and 24 
issue orders and circulars for the administration of the militia units. 25 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the Governor to determine the structure of the militia units 
and authorize the Adjutant General to issue bylaws, regulations, orders 
and circulars for the militia.
