AN ACT ESTABLISHING A WORKING GROUP TO S TUDY THE 
EXPANSION OF PROPERT Y TAX RELIEF FOR CERTAIN VETERANS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a working 1 
group to study the expansion of property tax relief for certain veterans. 2 
The working group shall analyze the feasibility of expanding property 3 
tax relief for veterans who served a minimum of ninety days during 4 
peace time and who were honorably discharged, and the fiscal impact 5 
on municipalities of any such expanded tax relief. 6 
(b) The working group shall consist of the following members: 7 
(1) The chairpersons of the joint standing committee of the General 8 
Assembly having cognizance of matters relating to military and 9 
veterans' affairs;  10 
(2) The vice chairpersons of the joint standing committee of the 11 
General Assembly having cognizance of matters relating to military and 12 
veterans' affairs; 13 
(3) The ranking members of the joint standing committee of the 14 
General Assembly having cognizance of matters relating to military and 15 
veterans' affairs; and 16  Substitute Bill No. 6429

(4) Such other members, as appointed by said chairpersons, who have 17 
expertise in property tax or veterans' benefits. 18 
(c) All initial appointments to the working group shall be made not 19 
later than thirty days after the effective date of this section. Any vacancy 20 
shall be filled by said chairpersons. 21 
(d) Not later than January 1, 2022, the working group shall submit a 22 
report on its findings and recommendations to the joint standing 23 
committees of the General Assembly having cognizance of matters 24 
relating to military and veterans' affairs and planning and development, 25 
in accordance with the provisions of section 11-4a of the general statutes. 26 
The working group shall terminate on the date that it submits such 27 
report or January 1, 2022, whichever is later. 28 
This act shall take effect as follows and shall amend the following 
sections:
