AN ACT MAKING DEFICIENCY AND ADDITIONAL APPROPRIATIONS 
FOR THE FISCAL YEAR ENDING JUNE 30, 2021, AND CARRYING 
FUNDS FORWARD FOR TH E BIENNIUM ENDING JUNE 30, 2023.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The following sums are appropriated 1 
from the GENERAL FUND for the purposes herein specified for the 2 
fiscal year ending June 30, 2021: 3

Sec. 2. (Effective from passage) The following sums are appropriated 4

Sec. 3. (Effective from passage) The amount appropriated to the 7 
following agency in section 1 of public act 19-117, as amended by section 8 
7 of public act 19-1 of the December special session, is reduced by the 9 
following amount for the fiscal year ending June 30, 2021: 10

Sec. 4. (Effective from passage) The amount appropriated in section 1 of 11 
his act to The University of Connecticut Health Center, for Operating 12 
Expenses, shall be available to reduce the operating deficit for The 13 
University of Connecticut Health Center. Notwithstanding the 14 
provisions of section 10a-105 of the general statutes, such amount shall 15 
not be eligible for fringe benefit recovery by The University of 16 
Connecticut Health Center from the Comptroller's General Fund fringe 17 
benefit accounts. 18 
Sec. 5. (Effective from passage) The Secretary of the Office of Policy and 19 
Management shall allocate funds appropriated in section 1 of this act to 20 
the Office of Policy and Management, for Private Providers, to support 21 
funding increases for private providers of health and human services 22 
contracted by the state. The secretary shall transfer such funds to the 23 
affected contracting agencies. Not later than July 1, 2021, the Secretary 24 
of the Office of Policy and Management shall report, in accordance with 25 
section 11-4a of the general statutes, to the joint standing committee of 26 
the General Assembly having cognizance of matters relating to 27 
appropriations and the budgets of state agencies, on the amount of such 28 
funds paid to each contracted provider by contracting agency and 29 
account. 30 
Sec. 6. (Effective from passage) Up to $128,260,401 of the unexpended 31 
balance of funds appropriated to the Department of Social Services, for 32 
Medicaid, in section 1 of public act 19-117, as amended by section 7 of 33 
public act 19-1 of the December special session, shall not lapse on June 34 
30, 2021, and such funds shall be transferred and made available as 35 
follows: 36 
(1) Up to $1,500,000 to Medicaid, for each of the fiscal years ending 37 
June 30, 2022, and June 30, 2023, to fund the state share of an increase in 38 
the personal needs allowance to seventy-five dollars; 39 
(2) Up to $150,000 to Other Expenses, for each of the fiscal years 40 
ending June 30, 2022, and June 30, 2023, for the following grants in each 41  Substitute Bill No. 6438

said fiscal year: $100,000 to the Jewish Federation Association of 42 
Connecticut (JFACT) and $50,000 to New Covenant Center in Stamford;  43 
(3) Up to $4,000,000 to the Connecticut Airport Authority, for each of 44 
the fiscal years ending June 30, 2022, and June 30, 2023; 45 
(4) Up to $2,500,000 for deposit into the passport to the parks account 46 
established pursuant to section 23-15h of the general statutes, for each 47 
of the fiscal years ending June 30, 2022, and June 30, 2023;  48 
(5) (A) Up to $14,000,000 for the fiscal year ending June 30, 2022, and 49 
up to $15,000,000 for the fiscal year ending June 30, 2023, to the 50 
Connecticut State Colleges and Universities, for Debt Free Community 51 
College;  52 
(B) Up to $21,332,962 for the fiscal year ending June 30, 2022, and up 53 
to $22,165,000 for the fiscal year ending June 30, 2023, to the Connecticut 54 
State Colleges and Universities, for Community Tech College System; 55 
(C) Up to $8,052,605 for the fiscal year ending June 30, 2022, and up 56 
to $8,822,583 for the fiscal year ending June 30, 2023, to the Connecticut 57 
State Colleges and Universities, for Connecticut State University; 58 
(D) Notwithstanding any provision of the general statutes, any 59 
amount transferred pursuant to this subdivision shall not be eligible for 60 
fringe benefit recovery by The Connecticut State Colleges and 61 
Universities from the Comptroller's General Fund fringe benefit 62 
accounts. 63 
(6) Up to $7,516,899 for the fiscal year ending June 30, 2022, and up to 64 
$8,570,352 for the fiscal year ending June 30, 2023, to The University of 65 
Connecticut, for Operating Expenses, provided such amounts shall not 66 
be eligible for fringe benefit recovery by The University of Connecticut 67 
from the Comptroller's General Fund fringe benefit accounts; 68 
(7) (A) Up to $300,000 to the Department of Children and Families, 69 
for Other Expenses, for each of the fiscal years ending June 30, 2022, and 70  Substitute Bill No. 6438

June 30, 2023, for the following grants in each said fiscal year: $100,000 71 
to True Colors, Inc., $100,000 to ‘r kids Family Center, and $100,000 to 72 
Madonna Place; 73 
(B) Up to $500,000 to the Department of Children and Families, for 74 
Youth Service Bureaus and Juvenile Review Boards, for each of the fiscal 75 
years ending June 30, 2022, and June 30, 2023; 76 
(8) Up to $100,000 to the Department of Correction, for Community 77 
Support Services, for each of the fiscal years ending June 30, 2022, and 78 
June 30, 2023, for a grant in each said fiscal year to EMERGE 79 
Connecticut, Inc.; 80 
(9) Up to $50,000 to the Department of Housing, for Housing 81 
Homeless Services, for each of the fiscal years ending June 30, 2022, and 82 
June 30, 2023, for a grant in each said fiscal year to House of Bread; 83 
(10) Up to $100,000 to the Labor Department, for Other Expenses, for 84 
each of the fiscal years ending June 30, 2022, and June 30, 2023, for a 85 
grant in each said fiscal year to Stamford Cradle to Career; 86 
(11) Up to $800,000 to the Judicial Department, for Other Expenses, 87 
for each of the fiscal years ending June 30, 2022, and June 30, 2023, for 88 
the following grants in each said fiscal year: $150,000 to RYASAP 89 
Bridgeport, $250,000 to Upper Albany Neighborhood Collaborative, 90 
$100,000 to the Connecticut Violence Intervention Program, $100,000 to 91 
Hartford Communities That Care, $100,000 to Street Safe Bridgeport, 92 
and $100,000 to the Prudence Crandall Center; 93 
(12) Up to $250,000 to the Office of Policy and Management, for 94 
Project Longevity, for each of the fiscal years ending June 30, 2022, and 95 
June 30, 2023; and 96 
(13) Up to $1,150,000 to the Department of Education, for Other 97 
Expenses, for each of the fiscal years ending June 30, 2022, and June 30, 98 
2023, for the following grants in each said fiscal year: $100,000 to Color 99
