Explanation
The bill, which assigns several new responsibilities regarding
student mental health to all colleges and universities as well as a few
state agencies, results in no fiscal impact to the state. The constituent
units can develop mental health coalitions, conduct the required
periodic services evaluation, execute agreements for service provision
where needed, develop plans and policies, and apply for grants using
existing personnel with expertise. Other state agencies can also
accomplish their requirements in the bill using existing resources.
