Explanation
The bill requires the Commission on Human Rights and
Opportunities (CHRO) to develop and issue a request for a proposal
for a disparity study. It includes requirements for evaluating proposals
and requires an analysis of existing data concerning the state's set-
aside program.
There is no fiscal impact since CHRO currently has staff with
expertise for this purpose.
