LCO No. 3321 1 of 2 General Assembly Raised Bill No. 6481 January Session, 2021 LCO No. 3321 Referred to Committee on VETERANS' AFFAIRS Introduced by: (VA) AN ACT CONCERNING SP ECIAL REGISTRATION MARKER PLATES FOR VETERANS AND MEM BERS OF THE ARMED FORCES WHO SERVED IN PERIODS OF WAR. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective January 1, 2022) (a) The Commissioner of 1 Motor Vehicles shall, at the request of any veteran or member of the 2 armed forces who received a combat service ribbon and medal, issue 3 special registration marker plates to indicate service during a period of 4 war, as defined in 38 USC 101, as amended from time to time. Such 5 plates shall bear the words "(Name of War) Veteran" and shall bear the 6 image of the combat service ribbon and medal received by such veteran 7 or member of the armed forces to the left of the numbers on such 8 registration marker plates. The plates shall expire and be renewed as 9 provided in section 14-22 of the general statutes. The commissioner shall 10 charge a fee for such plates, which fee shall cover the entire cost of 11 making such plates and shall be in addition to the fee for registration of 12 such motor vehicle. No use shall be made of such plates except as official 13 registration marker plates. As used in this section, "armed forces" has 14 the same meaning as provided in section 27-103 of the general statutes 15 Raised Bill No. 6481 LCO No. 3321 2 of 2 and "veteran" means any person (1) honorably discharged from, or 16 released under honorable conditions from active service in, the armed 17 forces, or (2) with a qualifying condition, as defined in section 27-103 of 18 the general statutes, who has received a discharge other than bad 19 conduct or dishonorable from active service in the armed forces. 20 (b) A request made under subsection (a) of this section shall be 21 accompanied by proof from the Department of Veterans Affairs that the 22 person making such request served in the armed forces during such 23 period of war. 24 (c) The surviving spouse of a veteran or member of the armed forces 25 issued special registration marker plates under subsection (a) of this 26 section may retain any such plates for his or her lifetime or until such 27 time as he or she remarries. 28 (d) Any such member of the armed forces who is dishonorably 29 discharged shall return such plates to the commissioner not later than 30 thirty days after such discharge. The commissioner shall not renew such 31 plates for any motor vehicle owned or leased by any such member of 32 the armed forces who is dishonorably discharged. 33 This act shall take effect as follows and shall amend the following sections: Section 1 January 1, 2022 New section Statement of Purpose: To create special registration marker plates available to veterans and members of the armed forces who served during certain periods of war.
