It requires the Departments of Children and Families (DCF) and Public Health (DPH) to develop a plan to promote access to mental health services for children and youth in certain regions of the state. This has no fiscal impact as DCF and DPH have the staff expertise to complete such a study. The amendment states that mental health service providers who staff any school-based mental health clinic may receive additional training. They may participate in the social-emotional learning and restorative practices training provided to teachers and administrators of the schools governed by their local or regional board of education. This has no fiscal impact.
