LCO No. 3408 1 of 2 `General Assembly Raised Bill No. 6510 January Session, 2021 LCO No. 3408 Referred to Committee on COMMITTEE ON CHILDREN Introduced by: (KID) AN ACT REQUIRING THE PROVISION OF INFORMATION CONCERNING CHILDREN' S MENTAL HEALTH SERVICES IN HOSPITAL EMERGENCY R OOMS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) (1) Not later than 1 December 1, 2021, the Behavioral Health Partnership Oversight Council, 2 established pursuant to section 17a-22j of the general statutes, shall 3 develop a document that provides information concerning mental 4 health evaluation and treatment resources available to children with 5 psychiatric disabilities and behavioral health disorders. Such document 6 shall contain, but need not be limited to, a list of (A) providers of such 7 resources, (B) the location of each provider, (C) the types of services 8 offered by each provider, and (D) contact information for each provider. 9 The council shall distribute such document electronically to each 10 hospital licensed pursuant to chapter 368v of the general statutes that 11 has an emergency department, and make such document available on 12 its Internet web site. 13 (2) Not later than December 1, 2022, and annually thereafter, the 14 Raised Bill No. 6510 LCO No. 3408 2 of 2 Behavioral Health Partnership Oversight Council shall review the 15 document developed pursuant to subdivision (1) of this subsection and 16 update such document as necessary. If such document is updated, the 17 Behavioral Health Partnership Oversight Council shall distribute and 18 make such updated document available in the manner described in 19 subdivision (1) of this subsection. 20 (b) On and after January 1, 2022, each hospital emergency department 21 shall provide a copy of the document developed pursuant to subsection 22 (a) of this section to the parent or guardian of any child that (1) exhibits 23 symptoms consistent with a psychiatric disability or behavioral health 24 disorder, or (2) was evaluated in such department as a result of 25 exhibiting such symptoms, upon the discharge of such child from such 26 department. 27 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require (1) the Behavioral Health Partnership Oversight Council to develop a document describing the resources available to children with psychiatric disabilities and behavioral health disorders, and (2) hospital emergency departments to provide such document to parents and guardians of certain children upon discharge from such departments.
