AN ACT REQUIRING THE PROVISION OF INFORMATION 
CONCERNING CHILDREN' S MENTAL HEALTH SERV ICES IN 
HOSPITAL EMERGENCY R OOMS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) (a) Not later than December 1 
1, 2021, the Behavioral Health Partnership Oversight Council 2 
established pursuant to section 17a-22j of the general statutes, in 3 
consultation with the Department of Children and Families, the 4 
Department of Mental Health and Addiction Services, the Department 5 
of Public Health and the Youth Suicide Advisory Board established 6 
pursuant to section 17a-52 of the general statutes, shall develop 7 
documents concerning behavioral and mental health evaluation and 8 
treatment resources for children in each mental health region 9 
designated pursuant to section 17a-478 of the general statutes.  10 
(b) Such documents shall contain, but need not be limited to, contact 11 
information for the National Suicide Prevention Lifeline and a list of (1) 12 
providers of such resources, including, but not limited to, mobile crisis 13 
intervention services, (2) the physical location of each provider, if 14 
applicable, (3) the types of services offered by each provider, and (4) 15 
contact information for each provider. The council shall distribute such 16 
documents electronically to each hospital licensed pursuant to chapter 17  Substitute Bill No. 6510

368v of the general statutes that has an emergency department and 18 
make such documents available on its Internet web site.  19 
(c) On and after January 1, 2022, each hospital emergency department 20 
shall provide a copy of one or more documents developed pursuant to 21 
subsection (a) of this section to the parent or guardian of any child that 22 
(1) exhibits symptoms consistent with a psychiatric disability or 23 
behavioral health disorder, or (2) was evaluated in such department as 24 
a result of exhibiting such symptoms, upon the discharge of such child 25 
from such department. 26 
(d) Not later than December 1, 2022, and annually thereafter, the 27 
Behavioral Health Partnership Oversight Council shall review the 28 
documents developed pursuant to subsection (a) of this subsection and 29 
update such documents as necessary. If such documents are updated, 30 
the council shall distribute and make such updated documents available 31 
in the manner described in subsection (b) of this section. 32 
This act shall take effect as follows and shall amend the following 
sections:
