AN ACT CONCERNING DA TA COLLECTION TO PRE VENT 
MALNUTRITION AMONG S ENIOR CITIZENS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 17a-305 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 1, 2 
2021): 3 
(c) The Department of Aging and Disability Services, in consultation 4 
with the five area agencies on aging and representatives of elderly 5 
nutrition programs, shall review the method of allocation set forth in 6 
[subsection (a) of this section and shall report any findings or 7 
recommendations, as well as data on service levels and costs, to the joint 8 
standing committees of the General Assembly having cognizance of 9 
matters relating to appropriations and the budgets of state agencies and 10 
human services] subsections (a) and (b) of this section and evaluate the 11 
method used to allocate funding for elderly nutrition programs based 12 
on factors including, but not limited to: (1) Elderly population data from 13 
the 2020 census and the American Community Survey conducted by the 14 
United States Census Bureau for the five elderly planning and service 15 
areas as described in section 17a-304, and (2) any increased costs for 16  Raised Bill No.  6519

providers that deliver meals on wheels in sparsely populated rural 17 
regions. Not later than July 1, 2022, the department shall report, in 18 
accordance with the provisions of section 11-4a, to the joint standing 19 
committees of the General Assembly having cognizance of matters 20 
relating to aging, appropriations and the budgets of state agencies and 21 
human services on (A) the rates of reimbursement for each meals on 22 
wheels provider in the state compared to the costs to provide meals on 23 
wheels for each such provider, (B) the administrative expenses of each 24 
such meals on wheels provider, (C) the number of meals on wheels 25 
providers that have reduced or eliminated deliveries based on 26 
inadequate state reimbursement, and (D) any recommended changes in 27 
the method of allocation of funds. Providers of meals under the 28 
department's elderly nutrition program shall annually provide the 29 
department with data on service levels and costs. 30 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2021 17a-305(c)

To collect data on malnutrition risks for senior citizens and ensure that 
they have adequate nutritional assistance.
