AN ACT ESTABLISHING A TASK FORCE TO STUD Y ELECTRIC 
DISTRIBUTION COMPANI ES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study (1) how the market serviced by each electric distribution 2 
company, as defined in section 16-1 of the general statutes, may be 3 
reconstituted to increase accountability to ratepayers and increase 4 
responsiveness to ratepayer needs, and (2) the introduction of 5 
competition in the electric transmission or distribution services industry 6 
in the state. Such study shall include, but need not be limited to, an 7 
evaluation concerning the costs of acquiring electric transmission or 8 
distribution services infrastructure from each electric distribution 9 
company. 10 
(b) The task force shall consist of the following members: 11 
(1) One appointed by the speaker of the House of Representatives, 12 
who shall be a representative from a retail electric supplier; 13 
(2) One appointed by the president pro tempore of the Senate, who 14  Raised Bill No.  6525

shall be a ratepayer from the Eversource Energy service area; 15 
(3) One appointed by the majority leader of the House of 16 
Representatives, who shall be a ratepayer from the United Illuminating 17 
Company service area; 18 
(4) One appointed by the majority leader of the Senate, who shall be 19 
a representative from a municipal electric company; 20 
(5) One appointed by the minority leader of the House of 21 
Representatives, who shall have expertise in the electric transmission or 22 
distribution services industry; 23 
(6) One appointed by the minority leader of the Senate, who shall be 24 
a representative from a ratepayer advocacy group; 25 
(7) The chairpersons and ranking members of the joint standing 26 
committee of the General Assembly having cognizance of matters 27 
relating to energy, or their designees; 28 
(8) One representative from the regional independent system 29 
operator, as defined in section 16-1 of the general statutes; 30 
(9) One representative from the Public Utilities Regulatory Authority; 31 
and 32 
(10) One representative from the Office of Consumer Counsel. 33 
(c) All initial appointments to the task force shall be made not later 34 
than thirty days after the effective date of this section. Any vacancy shall 35 
be filled by the appointing authority. 36 
(d) The chairperson of the task force shall be selected by the members 37 
of the task force. Such chairperson shall schedule the first meeting of the 38 
task force, which shall be held not later than sixty days after the effective 39 
date of this section. 40 
(e) The administrative staff of the joint standing committee of the 41 
General Assembly having cognizance of matters relating to energy shall 42  Raised Bill No.  6525

serve as administrative staff of the task force. 43 
(f) Not later than January 15, 2022, the task force shall submit a report 44 
on its findings and recommendations to the joint standing committee of 45 
the General Assembly having cognizance of matters relating to energy, 46 
in accordance with the provisions of section 11-4a of the general statutes. 47 
The task force shall terminate on the date that it submits such report or 48 
January 15, 2022, whichever is later. 49 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To establish a task force to study (1) electric distribution companies and 
such companies' accountability and responsiveness to ratepayers, and 
(2) the introduction of competition in the electric transmission or 
distribution services industry in Connecticut.
