AN ACT CONCERNING TH E DEPARTMENT OF HOUS ING.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 8-37r of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective from passage): 2 
(a) There shall be a Department of Housing, which shall be [within 3 
the Department of Economic and Community Development for 4 
administrative purposes only, which shall be] the lead agency for all 5 
matters relating to housing. The Department of Housing shall be within 6 
the Department of Economic and Community Development for 7 
administrative purposes only. The department head shall be the 8 
Commissioner of Housing, who shall be appointed by the Governor in 9 
accordance with the provisions of sections 4-5 to 4-8, inclusive, with the 10 
powers and duties [therein] prescribed in said sections. Said 11 
commissioner shall be responsible at the state level for all aspects of 12 
policy, development, redevelopment, preservation, maintenance and 13 
improvement of housing and neighborhoods. Said commissioner shall 14 
be responsible for developing strategies to encourage the provision of 15 
housing in the state, including housing for very low, low and moderate 16  Raised Bill No. 6530

income families. 17 
(b) The Department of Housing shall constitute a successor to the 18 
functions, powers and duties of the Department of Economic 19 
Development relating to housing, community development, 20 
redevelopment and urban renewal as set forth in chapters 128, 129, 130, 21 
135 and 136 in accordance with the provisions of sections 4-38d, 4-38e 22 
and 4-39. The Department of Housing is designated a public housing 23 
agency for the purpose of administering the Section 8 existing certificate 24 
program and the housing voucher program pursuant to the Housing 25 
Act of 1937. 26 
[(c) The commissioner shall, in consultation with the interagency 27 
council on affordable housing established pursuant to section 8-37nnn, 28 
review the organization and delivery of state housing programs and 29 
submit a report with recommendations, in accordance with the 30 
provisions of section 11-4a, not later than January 15, 2013, to the joint 31 
standing committees of the General Assembly having cognizance of 32 
matters relating to housing and appropriations.] 33 
[(d)] (c) Any order or regulation of the Department of Housing or 34 
Department of Economic and Community Development that is in force 35 
on January 1, 2013, shall continue in force and effect as an order or 36 
regulation until amended, repealed or superseded pursuant to law. 37 
[(e)] (d) On and after July 1, 2017, the Department of Housing shall 38 
constitute a successor department, in accordance with the provisions of 39 
sections 4-38d, 4-38e and 4-39, to the Department of Children and 40 
Families with respect to the homeless youth program as set forth in 41 
section 17a-62a. 42 
Sec. 2. Section 8-37nnn of the general statutes is repealed. (Effective 43 
from passage) 44 
This act shall take effect as follows and shall amend the following 
sections:
