No Fiscal Impact  
The amendment removes language that specifies that the right to 
counsel program will be administered by the Connecticut Bar 
Foundation and instead states that the program will be administered by 
an entity contracted by the Judicial Department

. In addition, the 
amendment adds that the program will not begin until FY 24.  These 
changes are not anticipated to result in a fiscal impact.
