AN ACT CONCERNING HE ALTH INSURANCE COVER AGE FOR 
EPINEPHRINE CARTRIDG E INJECTORS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective January 1, 2022) No individual health 1 
insurance policy providing coverage of the type specified in 2 
subdivisions (1), (2), (4), (10), (11), (12) and (16) of section 38a-469 of the 3 
general statutes delivered, issued for delivery, renewed, amended or 4 
continued in this state on or after January 1, 2022, that provides coverage 5 
for an epinephrine cartridge injector shall impose a coinsurance, 6 
copayment, deductible or other out-of-pocket expense for a covered 7 
epinephrine cartridge injector in an amount that is greater than twenty-8 
five dollars. The provisions of this section shall apply to a high 9 
deductible health plan, as that term is used in subsection (f) of section 10 
38a-493 of the general statutes, to the maximum extent permitted by 11 
federal law, except if such plan is used to establish a medical savings 12 
account or an Archer MSA pursuant to Section 220 of the Internal 13 
Revenue Code of 1986, or any subsequent corresponding internal 14 
revenue code of the United States, as amended from time to time, or a 15 
health savings account pursuant to Section 223 of said Internal Revenue 16  Raised Bill No.  6587

Code, as amended from time to time, the provisions of this section shall 17 
apply to such plan to the maximum extent that (1) is permitted by 18 
federal law, and (2) does not disqualify such account for the deduction 19 
allowed under said Section 220 or 223, as applicable. For the purposes 20 
of this section, "epinephrine cartridge injector" has the same meaning as 21 
provided in section 19a-909 of the general statutes. 22 
Sec. 2. (NEW) (Effective January 1, 2022) No group health insurance 23 
policy providing coverage of the type specified in subdivisions (1), (2), 24 
(4), (10), (11), (12) and (16) of section 38a-469 of the general statutes 25 
delivered, issued for delivery, renewed, amended or continued in this 26 
state on or after January 1, 2022, that provides coverage for an 27 
epinephrine cartridge injector shall impose a coinsurance, copayment, 28 
deductible or other out-of-pocket expense for a covered epinephrine 29 
cartridge injector in an amount that is greater than twenty-five dollars. 30 
The provisions of this section shall apply to a high deductible health 31 
plan, as that term is used in subsection (f) of section 38a-520 of the 32 
general statutes, to the maximum extent permitted by federal law, 33 
except if such plan is used to establish a medical savings account or an 34 
Archer MSA pursuant to Section 220 of the Internal Revenue Code of 35 
1986, or any subsequent corresponding internal revenue code of the 36 
United States, as amended from time to time, or a health savings account 37 
pursuant to Section 223 of said Internal Revenue Code, as amended 38 
from time to time, the provisions of this section shall apply to such plan 39 
to the maximum extent that (1) is permitted by federal law, and (2) does 40 
not disqualify such account for the deduction allowed under said 41 
Section 220 or 223, as applicable. For the purposes of this section, 42 
"epinephrine cartridge injector" has the same meaning as provided in 43 
section 19a-909 of the general statutes. 44 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To provide that certain individual and group health insurance policies 
shall not impose a coinsurance, copayment, deductible or out-of-pocket 
expense for a covered epinephrine cartridge injector in an amount that 
is greater than twenty-five dollars.
