LCO No. 4879 1 of 2 General Assembly Raised Bill No. 6619 January Session, 2021 LCO No. 4879 Referred to Committee on EDUCATION Introduced by: (ED) AN ACT CONCERNING TH E DEVELOPMENT OF A K INDERGARTEN TO EIGHT GRADE MODEL CURRICULUM. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2021) (a) Not later than January 1, 1 2023, the Department of Education, in collaboration with the State 2 Education Resource Center, shall develop a model curriculum for 3 grades kindergarten to grade eight, inclusive, that may be used by local 4 and regional boards of education. 5 (b) The content of the model curriculum shall (1) be rigorous, aligned 6 with curriculum guidelines approved by the State Board of Education, 7 and in accordance with the state-wide subject matter content standards, 8 adopted by the state board pursuant to section 10-4 of the general 9 statutes, (2) be in accordance with the program of instruction and subject 10 matter requirements prescribed in section 10-16b of the general statutes, 11 and (3) include and integrate throughout such model curriculum at least 12 the following: (A) The subject matter prescribed in said section 10-16b, 13 (B) Native American studies, (C) Asian Pacific American studies, (D) 14 lesbian, gay, bisexual, transgender, queer, and other sexual orientations 15 Raised Bill No. 6619 LCO No. 4879 2 of 2 and gender identities studies, (E) climate change, (F) personal financial 16 management and financial literacy, and (G) the military service and 17 experience of American veterans. 18 (c) In developing the model curriculum, the Department of Education 19 and State Education Resource Center (1) shall consult with persons and 20 organizations with subject matter expertise in developing the model 21 curriculum, and (2) may utilize existing and appropriate public or 22 private materials, personnel and other resources, and accept gifts, grants 23 and donations, including in-kind donations, designated for the 24 development of the model curriculum under this section. 25 (d) The Department of Education shall make the model curriculum 26 available to local and regional boards of education and on the 27 department's Internet web site. 28 Sec. 2. (Effective July 1, 2021) Not later than January 15, 2023, the 29 department, in consultation with the State Education Resource Center, 30 shall submit a description of the model curriculum, which includes the 31 scope and sequence and course objective, and a report on the 32 development and review of such course to the joint standing committee 33 of the General Assembly having cognizance of matters relating to 34 education, in accordance with the provisions of section 11-4a of the 35 general statutes. 36 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2021 New section Sec. 2 July 1, 2021 New section Statement of Purpose: To develop a model curriculum for grades kindergarten to grade eight, inclusive, for use by local and regional boards of education.
