Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2021) (a) Not later than January 1, 1 2023, the Department of Education, in collaboration with the State 2 Education Resource Center, shall develop a model curriculum for 3 grades kindergarten to grade eight, inclusive, that may be used by local 4 and regional boards of education. 5 (b) The content of the model curriculum shall (1) be rigorous, aligned 6 with curriculum guidelines approved by the State Board of Education, 7 and in accordance with the state-wide subject matter content standards, 8 adopted by the state board pursuant to section 10-4 of the general 9 statutes, (2) be in accordance with the program of instruction and subject 10 matter requirements prescribed in section 10-16b of the general statutes, 11 and (3) include and integrate throughout such model curriculum at least 12 the following: (A) The subject matter prescribed in section 10-16b of the 13 general statutes, (B) Native American studies, (C) Asian Pacific 14 American studies, (D) lesbian, gay, bisexual, transgender, queer and 15 other sexual orientations and gender identities studies, (E) climate 16 change, (F) personal financial management and financial literacy, (G) 17 the military service and experience of American veterans, and (H) civics 18 Substitute Bill No. 6619 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2021HB-06619- R02-HB.docx } 2 of 3 and citizenship, including digital citizenship and media literacy. 19 (c) In developing the model curriculum, the Department of Education 20 and State Education Resource Center (1) shall consult with persons and 21 organizations with subject matter expertise in developing the model 22 curriculum, and (2) may utilize existing and appropriate public or 23 private materials, personnel and other resources, and accept gifts, grants 24 and donations, including in-kind donations, designated for the 25 development of the model curriculum under this section. 26 (d) The Department of Education shall make the model curriculum 27 available to local and regional boards of education and on the 28 department's Internet web site. 29 Sec. 2. (Effective July 1, 2021) Not later than January 15, 2023, the 30 department, in consultation with the State Education Resource Center, 31 shall submit a description of the model curriculum, which includes the 32 scope and sequence and course objective, and a report on the 33 development and review of such course to the joint standing committee 34 of the General Assembly having cognizance of matters relating to 35 education, in accordance with the provisions of section 11-4a of the 36 general statutes. 37 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2021 New section Sec. 2 July 1, 2021 New section Statement of Legislative Commissioners: In Section 1(b)(3), "said section 10-16b" was replaced with "section 10- 16b of the general statutes" in Subpara.
