LCO No. 4655 1 of 2 General Assembly Committee Bill No. 86 January Session, 2021 LCO No. 4655 Referred to Committee on HOUSING Introduced by: (HSG) AN ACT ESTABLISHING THE HOMELESSNESS RES PONSE SYSTEM TO ALLOCATE RESOURCE S FOR THE HOMELESS AND TO PREVENT HOMELESSNESS . Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2021) (a) As used in this section, 1 "family" means a household consisting of one or more persons. 2 (b) The Department of Housing shall, within available resources, 3 establish and administer a program to be known as the Homelessness 4 Response System to provide supportive housing, housing counseling 5 and navigation services and financial assistance for families 6 experiencing homelessness by providing annual operating funding for 7 the United Way of Connecticut 2-1-1 Infoline program and the 8 coordinated access networks. 9 (c) For the fiscal year ending June 30, 2022, and each fiscal year 10 thereafter, the amount of the appropriation for the Homelessness 11 Response System shall be a separate budgeted line item within the 12 appropriation to the Department of Housing. 13 Committee Bill No. 86 LCO No. 4655 2 of 2 (d) The Department of Housing shall allocate not less than one 14 million dollars annually to the Homelessness Response System 15 according to the following formula: An amount equivalent to (1) Seven 16 dollars and thirty-six cents for each housing-related call made during 17 the preceding state fiscal year, as reported by the United Way of 18 Connecticut, to the United Way of Connecticut 2-1-1 Infoline program; 19 and (2) one hundred nine dollars for each coordinated access network 20 appointment attended by a family referred by the United Way of 21 Connecticut 2-1-1 Infoline program during the preceding state fiscal 22 year, as reported in the United States Department of Housing and Urban 23 Development Homeless Management Information System. 24 (e) The Department of Housing shall establish a preference policy to 25 prioritize families experiencing homelessness, as identified by the 26 coordinated access networks, for obtaining assistance from existing 27 federal and state rental assistance programs. 28 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2021 New section Statement of Purpose: To establish the Homelessness Response System to provide increased funding for the coordinated access networks and the United Way of Connecticut 2-1-1 Infoline program for housing resources.
