AN ACT CONCERNING ACCESS TO DIAPER CHANGING 
STATIONS IN PUBLIC BUILDINGS.  
 
SUMMARY 
This bill requires the state building inspector and the Codes and 
Standards Committee to revise the State Building Code, by January 1, 
2022, to require newly constructed or substantially renovated public 
buildings with at least one public restroom to have safe, sanitary, and 
convenient baby diaper changing tables. Specifically, for each floor 
that is open to the public, the bill requires that these buildings have (1) 
at least two such changing tables with one accessible to women and 
one accessible to men or (2) at least one accessible to both women and 
men. Under the bill, the code revision must be done with the 
administrative services commissioner’s approval and consistent with 
statutory procedures for amending the code. 
By law, the State Building Code is the building code for all towns, 
cities, and boroughs, and state buildings (CGS §§ 29-252a & 29-253). 
With certain exceptions, federal law already requires that public 
restrooms in federal buildings have safe and sanitary baby changing 
facilities (40 U.S.C. § 3314).
