AN ACT CONCERNING THE SALE OF ELECTRIC VEHICLES IN THE 
STATE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 14 of the general statutes be amended to permit the 1 
Commissioner of Motor Vehicles to issue a new or used car dealer's 2 
license to an electric vehicle manufacturer, provided such manufacturer 3 
does not have a franchise agreement with any new car dealer in the 4 
state, manufactures only electric vehicles and demonstrates a 5 
sustainable business model for providing service and repairs to such 6 
electric vehicles. 7 
Statement of Purpose:   
To permit electric vehicle manufacturers to sell electric vehicles directly 
to the consumer.
