AN ACT CONCERNING MANAGEMENT OF RESERVATION LANDS 
AND TRIBAL SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require that (1) a retaining 1 
wall be built on the Schaghticoke reservation to rectify the flooding of 2 
historical burial grounds, (2) a community well, septic system and 3 
access road be built on the Paucatuck Eastern Pequot reservation to 4 
allow for access and use of the reservation, (3) section 47-65 be amended 5 
to require that the Commissioner of Energy and Environmental 6 
Protection, with the advice of the Indian Affairs Council, develop a care 7 
and management plan for reservation lands, which shall include, but 8 
need not be limited to, a review of historical burial grounds to ensure 9 
that such grounds are preserved and kept free of invasive species and 10 
flood waters and a review of tribal services and utilities, including, but 11 
not limited to, the adequacy of septic and drinking water systems, and 12 
(4) any proposed action by the Department of Energy and 13 
Environmental Protection on reservation lands be presented to the 14  Proposed Bill No.  162

appropriate tribal council for review. 15 
Statement of Purpose:   
To require that (1) a retaining wall be built on the Schaghticoke 
reservation, (2) a community well, septic system and access road be built 
on the Paucatuck Eastern Pequot reservation, (3) the Commissioner of 
Energy and Environmental Protection, with the advice of the Indian 
Affairs Council, develop a care and management plan for reservation 
lands, and (4) any changes to reservation lands proposed by the 
Department of Energy and Environmental Protection be reviewed by 
the appropriate tribal council.
