AN ACT REQUIRING THE INSURANCE COMMISSIONER TO 
CONSIDER AFFORDABILITY AS A FACTOR IN REVIEWING 
INDIVIDUAL AND GROUP HEALTH INSURANCE POLICY PREMIUM 
RATE FILINGS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 38a of the general statutes be amended to require the 1 
Insurance Commissioner to consider affordability as a factor in 2 
reviewing individual and group health insurance policy premium rate 3 
filings. 4 
Statement of Purpose:   
To require the Insurance Commissioner to consider affordability as a 
factor in reviewing individual and group health insurance policy 
premium rate filings.
