Explanation 
The bill reduces the fee for a café permit for previous holders of 
nonprofit club and club permits from $2,000 to $300 for a club permit 
and $815 for a nonprofit club permit resulting in an annual revenue 
loss of approximately $540,000 beginning in FY 21

. In FY 20 there 
were 338 club and nonprofit club permits. 
Senate "A" strikes the underlying bill and associated fiscal impact 
resulting in the impact described above. 
House "A" makes the sections containing the club and nonprofit 
club permit fee reductions effective from passage resulting in no fiscal 
impact because the bill specifies these permittees will receive a refund 
in FY 21. House "A" also makes a technical change resulting in no fiscal
