AN ACT ALLOWING MEDI CAL ASSISTANTS TO AD MINISTER 
VACCINES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2021) (a) For purposes of this 1 
section, "medical assistant" means a person who (1) (A) is certified by 2 
the American Association of Medical Assistants, the National 3 
Healthcareer Association, the National Center for Competency Testing 4 
or the American Medical Technologists, and (B) has graduated from a 5 
postsecondary medical assisting program (i) accredited by the 6 
Commission on Accreditation of Allied Health Education Programs, the 7 
Accrediting Bureau of Health Education Schools or another accrediting 8 
organization recognized by the United States Department of Education, 9 
or (ii) offered by an institution of higher education accredited by an 10 
accrediting organization recognized by the United States Department of 11 
Education, or (2) has completed relevant medical assistant training 12 
provided by any branch of the armed forces of the United States.  13 
(b) A medical assistant may administer a vaccine under the 14 
supervision, control and responsibility of a physician licensed pursuant 15  Raised Bill No.  285

to chapter 370 of the general statutes or an advanced practice registered 16 
nurse licensed pursuant to chapter 378 of the general statutes to any 17 
person in any setting other than a hospital setting. Prior to 18 
administering a vaccine, a medical assistant shall complete not less than 19 
twenty-four hours of classroom training and not less than eight hours of 20 
training in a clinical setting regarding the administration of vaccines. 21 
Nothing in this section shall be construed to permit an employer of a 22 
physician or an advanced practice registered nurse to require the 23 
physician or advanced practice registered nurse to oversee a medical 24 
assistant in the administration of a vaccine without the consent of the 25 
physician or advanced practice registered nurse.  26 
(c) On or before January first annually, the Commissioner of Public 27 
Health shall obtain from the American Association of Medical 28 
Assistants, the National Healthcareer Association, the National Center 29 
for Competency Testing and the American Medical Technologists a 30 
listing of all state residents maintained on said organizations' registry of 31 
certified medical assistants. The commissioner shall make such listings 32 
available for public inspection.  33 
Sec. 2. Section 19a-6f of the general statutes is repealed. (Effective 34 
October 1, 2021) 35 
This act shall take effect as follows and shall amend the following 
sections:
