AN ACT REQUIRING A STUDY OF METHODS TO A LLEVIATE HIGH 
ROOM TEMPERATURES IN RESIDENTIAL BUILDINGS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study methods to alleviate dangerously hot room temperatures 2 
within residential buildings containing multiple dwelling units, 3 
including, but not limited to, apartment buildings and dormitories at 4 
institutions of higher education. The task force shall (1) determine a safe 5 
temperature range for residents of such buildings, and (2) study 6 
affordable and energy efficient methods to cool such buildings to such 7 
safe temperature range during peak high temperature months, to 8 
provide a comfortable and safe environment for such residents. 9 
(b) The task force shall consist of the following members: 10 
(1) One appointed by the speaker of the House of Representatives, 11 
who is a representative of an organization specializing in home 12 
building; 13 
(2) One appointed by the president pro tempore of the Senate, who is 14 
a representative of an organization representing landlords; 15 
(3) One appointed by the majority leader of the House of 16  Substitute Bill No. 393

Representatives, who is a representative of an organization representing 17 
housing authorities; 18 
(4) One appointed by the majority leader of the Senate, who 19 
represents The University of Connecticut; 20 
(5) One appointed by the minority leader of the Ho use of 21 
Representatives, who represents the Connecticut State Colleges and 22 
Universities; 23 
(6) One appointed by the minority leader of the Senate; 24 
(7) The chairpersons, vice-chairpersons and ranking members of the 25 
joint standing committee of the General Assembly having cognizance of 26 
matters relating to housing, or their designees; 27 
(8) The chairpersons, vice-chairpersons and ranking members of the 28 
joint standing committee of the General Assembly having cognizance of 29 
matters relating to public health, or their designees; 30 
(9) The chairpersons, vice-chairpersons and ranking members of the 31 
joint standing committee of the General Assembly having cognizance of 32 
matters relating to higher education and employment, or their 33 
designees; 34 
(10) The Commissioner of Public Health, or the commissioner's 35 
designee; 36 
(11) The Commissioner of Housing, or the commissioner's designee; 37 
and 38 
(12) The Commissioner of Energy and Environmental Protection, or 39 
the commissioner's designee. 40 
(c) Any member of the task force appointed under subdivisions (1) to 41 
(9), inclusive, of subsection (b) of this section may be a member of the 42

(d) All initial appointments to the task force shall be made not later 44 
than thirty days after the effective date of this section. Any vacancy shall 45 
be filled by the appointing authority. 46 
(e) The speaker of the House of Representatives and the president pro 47 
tempore of the Senate shall select the chairpersons of the task force from 48 
among the members of the task force. Such chairpersons shall schedule 49 
the first meeting of the task force, which shall be held not later than sixty 50 
days after the effective date of this section. 51 
(f) The administrative staff of the joint standing committee of the 52 
General Assembly having cognizance of matters relating to housing 53 
shall serve as administrative staff of the task force. 54 
(g) Not later than January 1, 2022, the task force shall submit a report 55 
on its findings and recommendations to the joint standing committee of 56 
the General Assembly having cognizance of matters relating to housing, 57 
in accordance with the provisions of section 11-4a of the general statutes. 58 
The task force shall terminate on the date that it submits such report or 59 
January 1, 2022, whichever is later. 60 
This act shall take effect as follows and shall amend the following 
sections:
