AN ACT INCREASING THE PERSONAL NEEDS ALLOWANCE FOR CERTAIN LONG-TERM CARE FACILITY RESIDENTS AND AUTHORIZING A DEDUCTION FOR CONSERVATOR EXPENSES FROM THE AMOUNT OF INCOME A MEDICAID RECIPIENT APPLIES TO THE COST OF CARE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That (1) sections 17b-106 and 17b-272 of the general statutes be 1 amended to increase the monthly personal needs allowance for long-2 term care facility residents who receive medical assistance from sixty 3 dollars to seventy-two dollars and seventy-five cents, and (2) that title 4 17b of the general statutes be amended to require the Commissioner of 5 Social Services to amend the Medicaid state plan to permit a qualified 6 deduction of certain conservator expenses from the income of a 7 Medicaid recipient that is applied to the cost of such recipient's care. 8 Proposed Bill No. 418 LCO No. 1866 2 of 2 Statement of Purpose: To provide sufficient funds for the personal needs of long-term care facility residents and to eliminate the applied income penalty under the Medicaid program for costs relating to conservators.
