AN ACT CONCERNING THE FISCAL ACCOUNTABILITY AND
SUSTAINABLE TRANSPORTATION REFORM PLAN.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to (1) establish a Transportation 1
Strategy and Advisory Board, and a Connecticut and New York 2
Railroad Strategy Board; (2) require the Commissioner of 3
Transportation to provide certain information to the Transportation 4
Strategy and Advisory Board and the Connecticut and New York 5
Railroad Strategy Board; (3) require the commissioner consider the use 6
of TIFIA and RRIF loan agreements; (4) transfer amounts from the 7
Budget Reserve Fund to the State Employees Retirement Fund for the 8
purpose of paying unfunded past service liability; and (5) require the 9
Auditors of Public Accounts to conduct certain audits of the Department 10
of Transportation. 11
Statement of Purpose:
To implement a plan to provide fiscal accountability and sustainability
to transportation projects and funding.
