AN ACT CONCERNING THE SUSPENSION OF MOTOR VEHICLE OPERATORS' LICENSES FOR FAILURE TO PAY FINES OR FEES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 14-140 of the general statutes be amended to eliminate 1 the duty of the Commissioner of Motor Vehicles to suspend the 2 operator's license of any person for failure to pay any fines, fees or other 3 charges associated with a motor vehicle violation. 4 Statement of Purpose: To eliminate the duty of the Commissioner of Motor Vehicles to suspend a motor vehicle operator's license for failure to pay any fine or fee associated with a motor vehicle violation as the suspension unfairly punishes residents for unpaid debts and creates a self-defeating vicious cycle exacerbated by the COVID-19 pandemic.
