General Assembly Proposed Bill No. 597
January Session, 2021
LCO No. 2245

Referred to Committee on TRANSPORTATION

Introduced by:
SEN. FLEXER, 29th Dist.

AN ACT CONCERNING THE SUSPENSION OF MOTOR VEHICLE
OPERATORS' LICENSES FOR FAILURE TO PAY FINES OR FEES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:

That section 14-140 of the general statutes be amended to eliminate 1
the duty of the Commissioner of Motor Vehicles to suspend the 2
operator's license of any person for failure to pay any fines, fees or other 3
charges associated with a motor vehicle violation. 4
Statement of Purpose:
To eliminate the duty of the Commissioner of Motor Vehicles to suspend
a motor vehicle operator's license for failure to pay any fine or fee
associated with a motor vehicle violation as the suspension unfairly
punishes residents for unpaid debts and creates a self-defeating vicious
cycle exacerbated by the COVID-19 pandemic.
